Chalk Hill Hymenopappus
See the similar Fineleaf Hymenopappus differentiated by being a perennial with multiple stems and usually yellow flower heads.
Chalk Hill Hymenopappus Family:
Sunflower (Asteraceae) Grows 16" to 48" high, this was 10" high, densely woolly with a single flower stem from a rosette of twice-divided leaflets.
